If your workflow requires client based cost accounting. You can raise a client expense purchase orders from the client details page. Client expense purchases orders are to include in client margin reporting, not a project cost - such as flights to visit a client as part of the quoting process.
Raise a client expense purchase order from the required client's client details page. Click Create Client Expense PO
Create the client expense purchase and issue and receive as per the normal purchase order workflow. Client expense purchases are then available in the Expenses tab of the client overview.
