Workflows access is controlled by two permissions located in the Pages tree:
- Workflows - View only see the dashboard and browse the Library.
- Manage Workflows & Reports - Install, edit, activate, deactivate and delete workflows.
If you can see the workflows dashboard but the install/activate buttons don't work, you likely have view access only. Ask your administrator for the manage permission.
